gta 6 delay partly down to horrifying npc count and a studio full of writers

PC Gamer has a piece up about why GTA 6 slipped, and the NPC side of it sounds insane. Apparently the number of NPCs got so huge that Rockstar had to set up a dedicated studio just full of writers to handle them all. The word they used was horrifying, which is a strange way to describe pedestrians but okay.
The quote they pulled basically says they could have hit the original schedule, but it wouldn't have been the game they wanted to make. So the delay was about writing enough lines and behaviors for a city that feels alive. That's a content problem rather than a bug or performance thing.
I keep thinking about what that means for the final game. If they needed an entire studio of writers for NPCs, how many unique conversations are we talking? Random encounters might end up way deeper than GTA 5's little one-liners. Maybe every pedestrian has a mini life or something.
Usually delays are about bugs or optimization, so hearing it was too many people to write for is almost reassuring in a weird way. It means the world got too big for the script, and they chose to expand the team instead of cutting corners.
Does a dedicated NPC writing studio make you more hyped or more worried the game will feel bloated?
