former rockstar director talks scrapped gta tokyo, gameplay and weapons included

Dexerto has a story up where a former Rockstar director goes into the GTA Tokyo project that never made it. Apparently it covers planned gameplay and weapons, which is more than we usually get about that game.
I remember back in the day there were all these rumors about a GTA set in Tokyo, but Rockstar never confirmed much. Now we're getting actual details from someone who worked there. Wild.
Not going to spoil the specifics here since the article has them, but hearing about what could have been makes me wonder how different the series would be if they'd gone that route instead of sticking with American cities. Tokyo would have been a huge departure.
Still, I'm not mad about how things turned out. Vice City and Leonida look incredible, and the extended look already sold me. But a modern Tokyo open world from Rockstar would have been something else.
Anyway, worth a read if you're into Rockstar history. I'm just glad they didn't scrap Vice City again.

Tokyo would have forced a total wanted-system redesign. Japanese policing runs on kobans, foot patrols, and coordination instead of aggressive pursuit units. No escalation to heavy firepower the way American departments do it. So the whole five-star loop Rockstar built since 3D era doesn't translate. Curious what the article says they planned for cop response, because that's the part that would make or break it.
