They're collecting stories, mannerisms, how people actually talk and move. That could show up in NPC behavior, mission dialogue, even the way the city feels at night.
Makes me think about the little details in the trailers. The way people walk on the beach, the club scenes, the general chaos. If they sat down with actual club promoters and gun dealers, some of that energy probably made it in.
Also kind of funny imagining Rockstar devs in a Miami club taking notes while a promoter explains how to get people in the door. Or sitting across from an ex con hearing about how a job went sideways. That's dedication.
