I keep thinking about how RDR2's weather already felt alive, storms rolling in, wind picking up, NPCs reacting. So with Leonida being Rockstar's take on Florida, they've got a perfect excuse to crank it up to 11.
Hurricanes that actually matter. Not just a visual effect, but something that floods streets, pushes cars around, makes driving a nightmare. Imagine trying to outrun a storm surge in a low-riding sports car. The NPCs could react too, boarding up windows, panic buying at gas stations, news alerts on the radio telling you which areas are getting hit hardest.
Heat waves could be a thing. NPCs wiping sweat, complaining about the humidity, maybe even passing out if they're old or out of shape. Your character's stamina could drain faster in direct sunlight unless you're wearing a hat or drinking water. Little details like that.
The source mentioned north Florida residents talking about how bad the weather is down south, and that's the kind of world-building I'm hoping for. Different regions having their own attitudes. Vice City folks acting like they're used to it, Grassrivers people freaking out over a little rain. The in-game news covering storm damage, evacuation orders, maybe even affecting mission availability if a bridge gets washed out.
I'm not expecting a full disaster simulator, but Rockstar's been building toward this. GTA V had rain and the occasional lightning strike. RDR2 had snowstorms that actually limited visibility. Leonida should be the culmination of all that, a place where the weather isn't just background noise, it's part of the chaos you have to deal with.

Hurricane flooding sounds immersive until it blocks the one bridge you need and you've got maybe ninety minutes of kid-free time on a Saturday. Heat stroke mechanics in a GTA game? Might get old fast. I already sweat enough in July.

Exactly. If a hurricane locks Port Gellhorn for an in-game day, that's a whole nightclub tick down the drain. $50K lost for nothing. Rockstar already makes you wait 48 minutes for MC stock to cook. Weather lockouts would just be another cooldown chewing your $ per hour.
