Layer in some Jamaican R&B and afrobeat grooves, maybe a little dancehall swing. Then sprinkle in some Haitian kompa for that syncopated, melodic bounce. And to tie it all back to that neon Vice City aesthetic, wash it over with 80s synthwave pads and a sax line that wouldn't be out of place on a Kavinsky track.
