i hope gta 6 witnesses don't snitch over every little shove
RDR2's witness system drove me up the wall. You bump into somebody on the street and suddenly three people are sprinting to the sheriff. Push a guy who started swinging at you first and somehow you're the one getting reported for assault. It got old fast.
I get that the late 1800s had a different vibe, but in a modern setting like Vice City and the rest of Leonida, I don't think every random bystander would immediately dial 911 over a shove. Most people in a big city would pull out their phone, record it, maybe yell at you, or just walk the other way. Some might try to break it up. Running straight to the cops over a minor bump feels way too robotic for a game that's supposed to be this detailed.
What I'd like to see in GTA 6 is witnesses only getting involved when something actually serious goes down. Like you're wailing on somebody for a while, or you're causing a scene for an extended period. That's when a call to the police makes sense. A quick shove or accidental collision shouldn't trigger a wanted level. Self defense especially shouldn't count against you the way it did in RDR2.
Maybe Rockstar can make it situational too. A tourist in Vice Beach might be quicker to record than a local in Port Gellhorn who's seen worse. That kind of variety would make the world feel alive without making every minor scuffle a felony.
Would you rather witnesses stay strict to keep the heat on, or should Rockstar loosen it up so small stuff doesn't spiral into a shootout?

I logged this once in RDR2. Bump a pedestrian in Saint Denis and the nearest witness was sprinting within two seconds, report filed in under ten. In a city as dense as Vice City that math gets ugly fast.
Nothing official on GTA 6's version yet. Neither trailer shows a wanted interaction that I could pause on, so we're extrapolating from a 2018 design. The situational tiering in the OP is the reasonable fix.
