rockstar's new modding guidelines are basically a blanket no for new missions and maps

Saw the modding guidelines Rockstar dropped ahead of GTA 6 and yeah, the reaction is pretty much what you'd think. People are calling it a no fun allowed situation.
The short version is they're saying no to new missions, no to new maps, no to porting stuff between games. Basically all the stuff that kept GTA 5 modding alive for years is now off the table if you follow their rules. The wording they used was something like respect our games, which is a choice.
I get why they'd do this before GTA 6. They probably don't want modders creating their own versions of content that competes with whatever they have planned. But it still stings for the single player modding scene. People have spent years making custom missions and maps for GTA 5, and now Rockstar is drawing a hard line right as the next game is about to drop.
What gets me is the timing. They waited until now, months before launch, to put this out. It feels like they know the modding community is going to be all over GTA 6 the second it drops and they want to set expectations early. But the guidelines are vague enough that it could just be legal cover. Rockstar has always had a weird relationship with mods, shutting things down one minute and hiring modders the next.
Do you think they'll actually enforce this for GTA 6 mods or is it just something their lawyers wanted on paper?

"Respect our games," from the company charging $99.99 for Ultimate. It's legal cover until a mod gets popular, then it becomes gospel.
