everyone keeps asking about classic vice city characters showing up. hate to break it but the 3d universe is separate. tommy vercetti, ken rosenberg, lance vance, they dont exist in the hd timeline. rockstar might do a radio reference or a themed easter egg but a physical cameo would break their own canon. rp servers have strict lore rules for a reason.

so who from gta v could actually be in leonida? franklin's agency could easily have a vice city branch, that's a clean fit. trevor's a wildcard, maybe he's laying low in the grassrivers after some san andreas heat. michael on vacation in vice city feels forced but not impossible. wade and ron could be running a conspiracy podcast out of a trailer in port gellhorn. lazlow's already a radio staple across universes, he's the safest bet.

dont expect a full reunion. the map's big but the lore is tighter than most people think.

OP's got the right framework. Rockstar's kept the HD wall up since GTA IV. I've done 100% completion on every main entry since III, and the continuity is surgical. You don't get Tommy walking around in a world where Vice City is just one district in Leonida.

From a mission design angle, Franklin's agency is the only cameo that doesn't feel like a checklist item. It opens up side contracts, maybe a heist setup like Three Leaf Clover scaled for Vice City. Trevor in the Grassrivers could work if he's running a mini-arc. Michael's vacation idea feels forced. I'd put money on Lazlow and a Lifeinvader update.

Port Gellhorn and the Grassrivers give off serious Blaine County energy compared to Vice City. If Ron and Wade are holed up in a trailer out there, it's just mirroring the rural isolation we saw outside Los Santos. (Ambrosia feels too developed for Trevor though.) Franklin's agency pushing into the Leonida Keys makes actual geographic sense. The map layout supports certain cameos better than the lore does.
