TGG thinks that screenshot is a Liberty City flashback and I'm starting to buy it

Caught TGG's latest video and he's got a theory about that screenshot everyone's been staring at. He thinks it might be a flashback showing Jason and Lucia near Liberty City, not present day Leonida.

His clues are pretty interesting. Jason mentions leaving the army on bad terms, so why would he be wearing an army shirt in the present day? The shirt apparently references the Combat Training School in North Fort Law, which is right near Liberty City. Lucia is originally from Liberty City too, and both characters look younger in the scene. TGG thinks that combo points to a flashback rather than current events.

I know a full Liberty City map is probably too much to hope for, but a flashback mission or cutscene set there would be a cool way to tie the two cities together. Rockstar loves that kind of callback, and it would explain the shirt without breaking Jason's backstory.

What do you all think, is this just a fun theory or could Liberty City actually show up in some form?
