is the jason undercover thing a running joke i'm not in on

I've seen this theory floating around since the first trailer and I genuinely can't tell if people are serious or if it's some long running bit I missed. It pops up in comment sections, gets upvoted, and then someone says it's basically confirmed. But the more I think about it the less it holds up.

The main thing that kills it for me is the extended look that dropped on Netflix. We literally watch Jason shoot multiple officers. Not in a cutscene where it's ambiguous, he's just doing it. Then there's the other crimes he commits in that footage. If he's undercover, what department is signing off on that? Even in a corrupt Vice City, that's a stretch.

And then there's the free roam problem. This is a GTA game. Players are going to run over pedestrians, rob stores, blow up helicopters. If Jason is undercover, every single thing you do in the open world contradicts the story. Rockstar would have to either lock you out of half the game or just ignore it, and neither feels right.

I get that people want a twist. The Bonnie and Clyde setup feels too straightforward for some folks, so they're looking for a hidden angle. But I don't see what actual evidence exists. Is there a line in the extended look I'm missing? A badge in a frame somewhere? Or is this just one of those theories that started as a joke and new people took it seriously?

What's the actual case for it, because right now it feels like headcanon with extra steps.
