fib vs iaa cold war is the actual conspiracy in gta 6

Been replaying GTA 5's federal agency missions and something clicked. The official GTA 6 synopsis says Jason and Lucia get caught in a "criminal conspiracy spanning the state of Leonida" after an easy score goes wrong. Most people read that as drugs, cops, lowlifes, the usual Bonnie and Clyde setup. But I keep thinking that conspiracy is just the FIB and IAA still at each other's throats.

In GTA 5 those agencies were basically gangs with badges. Steve Haines, Dave Norton, ULP, the whole Mr K mess. They were killing each other over power and information. GTA Online kept that going too, we're still doing dirty work for ULP. That rivalry never actually ended.

So now the battlefield moves to Leonida. Jason and Lucia probably think they're dealing with local criminals, but they're actually pawns in some federal cold war. Corrupt agents using the chaos in Vice City to run their own operations. One agency screwing over the other. The IAA already tried to stage a terrorist attack just to secure more funding, so nothing is off the table.

That cop line from trailer 2, "Us cops, we to protect each other", fits way too well. Cops covering for their own. Jason and Lucia won't even realize the scale of what they're caught in until it's way too late.

What do you all think, is the conspiracy really just federal agencies fighting over Leonida or am I reaching?
