Luis from TBOGT said he'd lay low in Vice City, could he actually show up in GTA 6?
I was replaying The Ballad of Gay Tony and caught a line I'd totally forgotten about. If you fail a certain mission, Luis says something like "We'll have to lay low in Vice City for a while." It's a throwaway fail-state dialogue, but Rockstar loves planting little seeds like that.
Luis as a character fits the Vice City vibe almost too well. Nightclub manager, connected to the underworld, knows how to handle himself but isn't some unhinged psycho. He'd slot right into the Leonida setting, especially with the club scene they seem to be building up in the trailers.
There's also that rumor floating around that the game might open in Liberty City, with Lucia pulling off a heist before heading south. If that's true, Luis could easily be the guy who sets her up or gives her a contact in Vice City. The name thing is probably a stretch, but Luis and Lucia do share a similar look, and Rockstar isn't above making characters related across games. Johnny Klebitz got dragged into Trevor's story, after all.
I'm not saying it's likely, but if they wanted a familiar face to bridge the two cities, Luis makes a ton of sense. He's got the connections, the personality, and that one line of dialogue is just sitting there waiting to be paid off. Even a small cameo would be a nice nod for anyone who played TBOGT.

It would be cool to see Luis again. He knows the nightclub life, and Vice City is perfect for this. But maybe Rockstar just put that line as a joke and forgot about it. Happens all the time with throwaway dialogue in old games.
The club scene in the May trailer looks insane. If they need someone to run a spot, Luis fits. But I think they want keep GTA 6 feeling totally new. No old characters stealing the spotlight. A small cameo is enough. Maybe he owns a bar in Vice Beach and you only see his name on the door. I'd smile if that happens.
