npcs up high would make vice city feel alive in a way gta v never did

I keep going back to the extended look and pausing on every shot of buildings. The thing I'm hunting for is people up high. Balconies, fire escapes, roofs, whatever. It sounds small but it changes how a city reads.

RDR2 already did this a bit. Saint Denis had people leaning on upper floor railings, Valentine had folks on porches and balconies. It made towns feel stacked instead of flat. GTA V never really nailed that. Most NPCs were at street level or in scripted interiors. Vice City has all these tall condos and hotels, so if nobody's ever on a balcony it's gonna feel dead above the second floor.

I'm not asking for every window to have a person. That's unrealistic. But a couple NPCs chilling on a high balcony, talking or smoking, would do a lot. Maybe someone looking out a window if the interior is lit. Windows are probably unlikely, but even a few would sell it.

I did spot NPCs standing on a balcony in the extended look. They were pretty close to the ground though, not way up on a skyscraper. Still, it's a hint that Rockstar is thinking about vertical NPC placement. If they're doing it near street level, maybe they'll push it higher in the final build. Or maybe it's just for that one scene. Hard to say.

What I'd really love is two people on a super tall Miami style tower, just hanging out and talking. You'd barely notice them unless you look up, but when you do, it clicks. That's the kind of detail that makes me stop and stare.

Anyone else been frame hunting for this? If you have a timestamp from the extended look or either trailer where you think you see someone up high, drop it.

Do you think Rockstar will actually populate balconies and roofs across the whole map, or will it be limited to a few hand placed spots?

In 2002 Vice City the only person above street level was you on a roof with a rifle. So yeah, if they actually stack NPCs up on balconies that's a big jump.

My gut says hand placed spots in the busy strips, not the whole map. Rockstar loves dressing the areas they know you'll cruise slowly. The tall towers out in the sticks, less sure.
